[Steps to reproduce]:
1. Start Firefox 
2. Click on burger button
3. Click on "Customize" button
4. Click Show/Hide Toolbars
5. Select Bookmarks Toolbar
6. Move Bookmarks Toolbar Items to Tab Bar
7. Click on "Exit Customize"

[Expected result]:
- The Tab Bar is clearly visible, not overlaid

[Actual result]:
- The Tab Bar is overlaid by the Navigation Bar

[Regression range]:
- this is not a recent regression it is reproducible since Nightly 2013-11-19 (first Australis)
