Browser will not minimize if Mail is open (at all)

Details
In general, the last browser window that you attempt to minimize only resizes to
a medium square when Mail is open. This is reproducable:
BUILD 2002020811
1) Open mail
2) open a browser window, visit any site
3) open a 2nd browser window, visit any site
4) in task bar, click on mail, minimize it
5) minimize a browser window
6) minimize the last browser window..... it only gets smaller, no minimize
If you then go and close the mail window, then minimize the offending browser
window, it will behave; but if mail is open, then one browser demands to be shown!
