Description: Provides a central manager for ongoing and finished downloads. 
Most bugs in this component will be the result of something you did from the
download manager window.
we're not really ready for this, right?
initially, i was thinking that download mgr bugs would go under "file handling".
blake, are you anticipating a high enough influx of bugs for this upcoming
feature that it deserves its own component? just wonderin'...
Yes, I would expect as download manager grows in features and capabilities,
we'll want our own component. And I don't think law wants to fix bugs in
download manager.
Please create this ASAP now that download manager has landed. If we decide later
on we don't need it, it's easy enough to remove.
