128740 - Composer inserts unnecesseary tag base href

Composer inserts unnecesseary tag base href when saving the page. Even if I
manually delety the tag, on the next save, it is there again. It is bad for me
and possibly a lot of users, because I edit pages in offline mode and then
manually upload them on the server. The base href tag inserts path file:////...
to my local files, and that is why my visitors do not se images and
non-functional links - for me all looks OK, because the local copy exists on my
disk. But for visitors not. Please, remove this feature or at least add to
composer configuration preferences menu entry for disabling this funciton.

Reproducible: Always
Steps to Reproduce:
1. Open html page in composer
2. Edit it
3. Save it

Expected Results:  When saving page, no base href tag should be inserted - as in
mozilla 0.9.7.
