Details

Adding support for the IRCv3 away-notify extension would enable us to not poll with WHO requests every couple of minutes on supported networks (neither freenode nor moznet currently, but others do support it).
(Swapping 687798 from "blocks ircv3 extension support" to "depends-on ircv3 extension support".)
