We removed this feature in https://hg.mozilla.org/mozilla-central/diff/1ec243446e6d/testing/mozharness/scripts/merge_day/gecko_migration.py#l180, but we still need it apparently.

For the bug history "why"
We create(d) named branches on beta for a long time, for fennec old firefox and TB. These named branches qualify as "new branch" even when merged into `default` after closing them.
In this merge they had been closed, and thus we need this.
