The next part of devtools.html (bug 1263750) is about getting a minimal toolbox running in content, but there's still a lot of work to do for converting other XUL-based tools to HTML.

Some (most) tools have been migrated out of XUL in other bugs not tracked here, and each have their own roadmaps. It doesn't help keeping this bug around. Let's mark as wontfix (filter on CLIMBING SHOES).
