Steps to reproduce:
Firefox crashes, or it goes non-responsive, and I stop it from the Task Manager.
I restart it by clicking the icon in the task bar.
I get the about:sessionrestore window.
I get a big list of windows. In the latest iteration of this problem, a few minutes ago, I got a list of 14 windows, with about 40 tabs in total.
After clicking [Restore], I hovered over the icon in the task bar, and saw 7 windows.
Actual results:
Only 7 windows were visible.
Experience in the past shows that more windows than this may actually exist...
If I know the URL or Title of a window that is not apparent, but which I knew was open, I can use [+] to open a new tab, start typing a matching URL or Title, use the displayed list of history/bookmarks/open tabs to OPEN THE TAB of the tab which is in a "non-existent" window... Then the window is created (with all of its tabs), it's showed in the list of windows when I hover over the Firefox icon, and it functions. However, I cannot do this for all the missing windows. I'm not a robot.
Expected results:
All of the windows listed in about:sessionrestore should be restored during the sessionrestore processing.

I do not have a set of steps to reproduce.
It was happening to me a lot in the last 4 months.
Now I have upgraded to Windows 10, fresh Firefox install, new profile.
In latest two crash and restores I know I had many tabs open which I had closed before the crash,
but I don't know if any windows were missing.
Trying to keep track of this is/wouldbe extraordinarily tiresome.
Would be easier (and would be nice in and of itself) to have a bookmarklet or extension which would
bookmark or save-list-to-file all current windows and tabs (maybe about:memory has this info embedded in it, and I am just too ignorant?)
OK. I just had to quit FF because I had 15 visible windows, and there was a window with a video playing which was NOT one of the visible windows. The only way to get rid of it was to Alt F X then restart FF. Brought up 15 windows but without the phantom 16th window with video playing in it.

This bug is part of a group of bugs which have had an open needinfo for at least 12 weeks.
The request for information has not been answered, and we can't move forward on the bug so we are closing it.
If the defect is still present, please reopen this bug with an updated report.
