Steps:

1. open http://bugzilla.mozilla.org/query.cgi
2. tab through until a <select> gets focus, either single or multi
3. Press and hold down Alt
4. Press F

Expected Results: File menu drops down

Actual Results: Nothing happens.

note: Ignore the beeping when pressing alt+<key> if the select is a combo box. 
That's bug 128983.
I was wrong.  The beeping isn't bug 128983.  I think it may be a problem with 
the XUL/XBL controls.  It also happens if you try to use the access keys in 
Prefs > Appearance > Fonts when a menulist has focus.
I believe this is fixed now.  Please re-open if you are still seeing this on a
current build.

OK, re-opening.  Multi selects work fine, but single selects (combo boxes) still
have the problem.

Whoops, that's on build 2002031008 on Win2K.

Using NS 2002032603 on Win2K, this works first time, then fails thereafter.
Still get the beeping too.
