The index should be pulled out of the search list and in its place there should
be a special datasource, search-db.rdf, that lists search terms and their
targets but it not displayed in the panels. This gives us an opportunity to
"target" the searching and to prevent the kind of noise you get in the search
list when you match against all the RDF/XML data in the viewer.

Also removes the extraneous "Find" label from the search tab and some functions
that weren't being called from the help.js script. Note that the search-db.rdf
is a generated file; I have checked in a placeholder, but the real
search-db.rdf will read through the help content and build a list of links.

has this landed? If so can the bug be closed or the patch obsoleted? Trying to
clean up the list of approved patches that are still pending landing. THanks.

Marking FIXED. The search database is a stub, but it's in, and additions to it
will come shortly.
