In bug 1231764 comment 89, chmanchester suggested relying on --help output was fragile and proposed parsing 'cargo --version' to determine whether 'cargo build --frozen' was supported.
bug 1302704 is going to make us require cargo 0.14, so we can just remove this check entirely.
