Once our linker used for automation builds doesn't fall over with newer versions of Rust, we can upgrade, and get all of our Tier-1 platforms on the same Rust version.

Just a bit of tooltool updates; the relevant packages were uploaded when we
updated Rust for other platforms, but we didn't use them in our Mac builds
because of problems elsewhere.
