We found an OS/2 bug in plugin printing - we were packing the structures wrong 
so we would hang when printing Java applets.

After fixing that, we found that our code for mPixelScale was causing the wrong 
thing to happen when printing applets.

Diff is to fix that #pragma issue in nsplugindefs.h and the scaling issue in 
nsDeviceContextOS2.cpp
