This meta bug tracks the pieces that will be required to implement a "VR Shell".

The "VR Shell" is an interface for navigating through multiple sites within one VR Session.  A key component is backwards compatibility through a projected display in VR on which traditional 2d web sites are visible.

The user should be able to seamlessly navigate between 2d and WebVR sites without interrupting the VR session.
