Tested on dev edition OSX and Windows 10 50.0a2 (2016-08-04) and nightly 51.0a1 (2016-08-04) with a fresh profile.

STR:
0) Flash installed, set to 'Ask to Activate' in Firefox
1) Navigate to http://www.discovery.com/tv-shows/trailblazers/videos/trailblazers-tales-nick-on-surviving-a-typhoon

Expected behavior:
Asked to activate flash for the video

Actual behavior:
Not asked, video doesn't load

The Discovery video is US only.

This is by design from bug 1186948. You need to manually:

1. Click the plugin icon in the address bar.
2. Click the "Allow Now" button.

Then the page will reload and the Flash video should start. We need to make the click-to-play prompt more obvious to users.

... without regressing bug 1289496.
This is fixed short-term by disabling bug 1186948. We'll continue to iterate.
