STR:

1. enable "Ctrl+Tab cycles through tabs in recently used order" preference
2. open a bunch of tabs
3. type something in the location bar such that the autocomplete popup appears
4. hit Ctrl+Tab

expected result: autocomplete popup closes and some other tab is selected

I have reproduced this bug with Nightly 51.0a1 (2016-08-05) on Windows 8.1 , 64 bit!
This Bug's fix is verified on Latest Nightly 51.0a1.
