STR:
Make sure the bookmarks toolbar is hidden
Press Ctrl+D to create a new bookmark
Press Tab to move focus to the Folder dropdown
Press Up to move the selection to the Bookmarks Toolbar
Notice that the Bookmarks Toolbar appears
Press Down to move the selection away from the Bookmarks Toolbar
Expected:
The Bookmarks Toolbar should re-hide when the decision is changed to not use the Bookmarks Toolbar.
