slow/jumpy scrolling (page has background PNG)

Reproducible: Always
Steps to Reproduce:
1.navigate to http://www.openware.org/loadsim/index.html
2.scroll down with scroll bar
3.

Actual Results:  slow scrolling

Expected Results:  normal scrolling

P.S. javascript error messages (just now) cause my browser to no longer be on top
Confirmed on 2002030604, WinXP.
Note, Using Scroll wheel seems to work properly, only scrolling using the scroll
bar seems to cause the problem.
PNG background, no CSS involved -> Marking dupe of bug 64401.
