129349 - Non-MIME encoded Reply-to and Bcc header are garbled when editing the message as new

This bug is seperated from bug 66098.
When header doesn't have MIME charset info, Edit Message as New can have To, CC
header displayed correctly, but Reply-To and Bcc header are garbled.

Steps to reproduce:
1. Download testing mail from
http://bugzilla.mozilla.org/showattachment.cgi?attach_id=72823
and put in into Local Folders.
2. Set the folder charset to Japanese (Shift-JIS) or select charset menu to
Shift-JIS to correct the header view.
3. Select the mail and select menu Message | Edit Message as New, observe the
garbled Reply-To and Bcc field.

Ji, your test-case doesn't show the other problem as I filed in bug 129256:
even if "Reply-To" is mime-encoded, "Edit Draft" also shows messed up names.

so as to group the bugs into one and marked bug 129256 as a dup (or whatever
suitable)?

Teng-Fong, MIME encoded Reply-To/BCC problem with Edit as New and Edit Draft is
addressed in bug 129256. According to Naoki, MIME encoded case needs to be fixed
first, and that case is also more important than non-MIME encoded one.
Let's seperate these into two bugs for now. If Naoki fixes these with one patch,
we can mark one of them as dup at that time.

Summary to reflect both problems.
