Importing Messages only, yes. When importing a whole account, it should be at 
account level.

what about expanding the Local Mail twistie and focusing the imported folder in 
3 pane on completion of import?

If the user is importing Mail from any other window other than the Mail window 
this is not possible. Having a message with the location of the imported mail in 
the import wizard would be good.

Showing text on the last screen of the Import Wizard is fine too. :-)
So, do we need two different messages? One for when users import a 4.x account,
and another for when users import messages only?

Will an imported account be listed along with their other accounts in the folder
pane? What will the imported account be named?

Will imported mail messages be placed into a new folder underneath Local
Folders? What will the folder be named?

No we need only one for importing Mail. The behaviour for importing account has 
not changed.

There is no change in behaviour for importing accounts.

Will imported mail messages be placed into a new folder underneath Local
Folders? What will the folder be named?
yes. the folder names are
Outlook Mail
Outlook Express Mail
Eudora mail
Communicator 4.x Mail (This is not in the builds yet) based on which application 
we imported from. The subsequesquent folders will be appended with a number.
For e.g. Eudora Mail0, Eudora Mail1
On the Import Complete screen, the text "A new folder, "<FolderName>", has been 
created in the Local Folders area of Mail.
