Refreshing a bugzilla page doesn't show https://bugzilla.mozilla.org/skins/contrib/Mozilla/fira/FiraSans-Regular.woff in the network monitor. It shows up as cached when refreshing the page in Chrome.
Does it appear in the network monitor for you if you do a hard refresh (Cmd-Shift-R) or disable caching in the toolbox (Gear icon in toolbox -> Disable caching)?
In my local testing, I seem to never see the font at all, no matter the caching state.

Here are my STR:
1) Load this page
2) Open DevTools, select the Net panel (you might want to use Font filter)
3) Soft reload (F5): Fonts are not visible -> BUG
4) Hard reload (Shift+F5): Fonts are visible
I am getting the same results on Max, except that there are 4 fonts loaded.

Updated the STR (step 4) for
>Version 55.0a1
>Build ID 20170413080758
built from 352751:819a666afddc central
1) Load this page
2) Open DevTools, select the Net panel (you might want to use Font filter)
3) Soft reload (F5): Fonts are not visible -> BUG
4) Hard reload (Shift+F5): Fonts are not visible -> BUG
The fonts appear the first time, but then do not appear with neither Soft reload (F5) or Hard reload (Shift+F5). Disabling or clearing cache makes them appear again.
