They should be tier 1.

I see '"tier": 1' in the task graph -- I think we are okay on the taskcluster side.

I talked with :camd on #treeherder today and he said he would update the profiles in treeherder.
:camd -- I still see "tc[tier 2]" beside "Android 4.3 API15+ debug" tc tests in treeherder.

Dang, that same job platform was included in a couple of the job exclusions.  I'm going through all of them to make sure it's removed from all.  I'll chime in here when I'm done.

Ok, I think this is fixed now, but I'm not seeing new jobs of this type show up on m-i yet to verify.
