129445 - subscribe to newsgroups doesn't know mozilla's is offline in 2 ways

build 2002-3-6 w2k.  

1) Offline icon doesn't show offline icon.

2) subscribe should not go try to fetch newsgroups while in offline mode, and
tell user they are offline like the browser, (if the browser does correctly),
and need to be online to subscribe, and go fetch the newsgroups from a given server.

Not sure if this is really suppose to be subscribe component, and the
online/offline icon doesn't change if are already offline, either by clicking
the icon or File->Work Offline in mail/news or the browser, the subscribe dialog
doesn't know mozilla is offline.

old bug.

the subscribe dialog trying to work while you're offline is bug 92852

The offline icon not working properly in subscribe window is bug 80970.
(but the offline icon has since been removed from current trunk)
