1294475 - mach doctor recommends disabling 8dot3 filenames which could be a problem

bug 1293675 shows what can happen if 8dot3 is disabled on a volume before installing some part of the windows sdk.

We should probably not recommend disabling 8dot3 via mach doctor unless and until we can fix this.

(( in the duplicates list is bug 987899 which looks like it could probably be invalidated ))

Since it conflicts with moz.configure which resolves shortnames since
parts of the build system don't like paths with spaces.
