In order to avoid log parsing errors on Win7 causing failed tests, HSTS priming was disabled for web-platform tests. When the log parsing is fixed, or Python's BaseHttpServer is fixed, or the wptlogging.py logger is fixed, these can be re-enabled.
May go away if priming changes to use GET instead of HEAD.
