Details
This causes a tree closure.
E.g. https://treeherder.mozilla.org/#/jobs?repo=mozilla-inbound&revision=8dab8cd5e6f9515d9caec5f5a3fbbbec873a522b&selectedJob=34376578 has the gecko decision task scheduled for 2 hours now.

It appears that the provisioner did freeze. I restarted it and it has requested gecko decision workers.

> jhford: Aryx: the investigation on this specific freeze is basically complete. There's *something* in the provisioner that caused it to freeze :/ the logs don't have enough to know with certainty
