If a Website opens a new Window it is really opened instead that moz creates a
new Tab. :(

Reproducible: Always
Steps to Reproduce:
1. Go to http://www.mozilla.org/quality/help/bugzilla-helper.html
2. Activate Tabbed Browsing
3. Try to search for a bug with the form right at the top of the site.

Actual Results:  A new Window opens

Expected Results:  If Tabed browsing is enabled this should open a new tab instead.
