Once we split the Fennec and GeckoView packages (bug 1098129), we should audit the permissions that GeckoView uses and remove (or make optional) those that aren't necessary for Gecko to function.
I think the idea here is that GeckoView would not declare any permissions itself, but rather let the app manage that. We just need to make sure things behave as best they can when no permission is present.
