1298944 - Upgrade to Mercurial 3.9

We should upgrade TaskCluster images to Mercurial 3.9.1 when it is released in a few days. This will give us better security defaults in automation.

I'll handle writing the patches once this is unblocked by the release of 3.9.1.

Mercurial 3.9 changes the default security settings to make Mercurial
secure by default. It is important for Firefox's automation to be
secure.

I built the packages and uploaded them to tooltool. Maybe once the taskgraph rewrite is done, we can start building packages like this as part of the task graph so there is full trasparency into how all this stuff works.
