After using "Forgot Password" Sync doesn't import the data on the Firefox account

1. Open Firefox Beta and create a Firefox account, log in and make sure you have data synced on it (history, bookmarks, addons, passwords).
2. Open a clean profile and go to about:home -> Sync -> Sign in -> Forgot Password and enter the e-mail address that you used to create the Firefox account.
3. Go to your e-mail account and press the "Reset Password" button from the "Reset your Firefox password" mail.
4. Enter a NEW password and press on "Submit new password".
5. Enter the new password when prompted, click on "Sign in" and confirm the sign in from your e-mail account.
[Expected]
Firefox starts syncing and downloads your history, bookmarks, addons, passwords etc.
[Actual]
No data is retrieved from the account, although sync was performed.
Note: Data is not retrieved even if the user performs the sync manually.
This issue is reproducible on:
- Firefox Nightly 51.0a1 (id: 20160902030222)
- Firefox Aurora 50.0a2 (id: 20160902004012)
- Firefox Beta 49.0b9 (id: 20160901141622)
- Firefox RC 48.0.2 (id: 20160823121617)

This is how the encryption works - if you reset your password, you can't decrypt the data. We're exploring other options, but it's complicated...
Note you can *change* your password, just not reset it. Note also you can go back to the first profile, change it to the new password, and the 2nd profile eventually gets it.

/cc :rfeeley for context; I feel like this is evidence that the big orange "this will destroy your synced data" warning box on the password-reset page just doesn't get noticed the way we think it should.
