I cannot find reference in the socorro or socorro-infra repos to anything in scripts/staging/*. The README says it was moved to a document that was removed in the document reorg of commit 69ea02debf435f4573f81b56c989dac2837a90e9. At that time we moved from using `minidb` to `socorro setupdb`. If we're still using any of that, then let's keep it. As I read things we haven't used any of that for a year and change.

It has been unused in dev since the introduction of setupdb in socorro v8. This removes it from master.
