130136 - launching helper app takes a long time if quickly going thru helper app dlg [OS-defined association]

found will fiddling with bug 130132 --still using 2002.03.11.05 comm bits on
win2k. the main difference here is that i'm clicking a downloadable link for
which there *is* an OS-defined association.

1. go to http://mozilla.org/
2. in the "Nightly Builds" section, click a link for which there *is* an
OS-defined file association on your machine. for me, i tried the following
links: "BeOS", "OS/2" --and the helper application associated is WinZip.
3. right when the helper app dlg appears, *quickly* hit the OK button.
4. watch the resulting download progress dlg...

expected: when complete, the download progress dlg should disappear and the
helper application --like WinZip-- should be launched.

results: the download progress dlg just sits there for about a couple of
minutes, doing nother. its titlebar and progress meter do say 100%, and the only
enabled button is Cancel. after a while, the dlg does go away and WinZip finally
launches.

similar to bug 130132, if i take my time at step 3 (wait about 30sec-1min before
clicking the button), this is not an issue.

yes, this is still a problem for me using 2002.04.04.11 comm bits on win2k.

however, this is not a problem on linux or mac 10.1.3, afaict.

not sure how frequently users would run into this --feel free to minus this,
however, if you feel it's an edge case (i guess i'm just an impatient user ;).
