I have a problem, when create a new report bug send this error
Can't spawn "cmd.exe": No such file or directory at C:\bugzilla-2.14.1

This is something on your end and not with bugzilla. It appears that your
PATH is not set correctly by the webserver though since I know nothing
about windows I can't be very helpful.
