So basically, replace "project == 'try'" with "level == 1" in the in-tree taskgraph generation.

I don't think this is as "basically" true as that.  Until we have multiple level-1 repos or multiple try repos, I don't think we can actually figure out which should do which.  Perhaps when we *do* figure that out, we should add a new parameter indicating that try functionality is in use on this project.
