The UI for this is somewhat implemented. There must already be a preference for
this. It just needs to be enabled.

I've put in changes to disable JavaScript when the "javascript.enabled" is
false. Need to verify that the UI is hooked up to that preference.

I just checked in changes that finish off JavaScript in mail, so the only
remaining work is for being able to turn off Java.

Marking this fixed and opening a new bug (23775) for the Java case.
Bulk moving all Browser Security bugs to new Security: General component. The
previous Security component for Browser will be deleted.

Java applets loaded through an object tag instead of an applet tag do not get
disabled. This bug should be reopened.
