1302998 - Tab animation remains stuck when scrolling to top

Device: iPad Air 2
iOS: 9.3.4

Steps to reproduce:
1. Open multiple tabs (To enable scrolling in tabs tray)
2. Open tabs tray
3. Scroll to bottom
4. Long tap on a bottom tab to change it's position 
5. While holding finger on tab, scroll to top by tapping on the top screen

Actual results: 
- After scrolling to top the animation remains stuck.

This issue is reproducible only on master as the re-arranging tabs feature from top tabs is not yet released. The feature is enabled only on master.

I have retested this issue on latest Nightly and it is reproducible on iPhones and iPads running iOS 9.x. I could not reproduce on devices running iOS 10.x

This issue was also reproduced on iPhone 6 S iOS 10.2 on master a15ada2e following these steps to reproduce:

1. Launch Firefox
2. Open tabs tray
3. Long tap on the tab to change its position
4. While changing de tabs position apply a force tap
