Re-enable e10s for russian users
Leaving a patch prepared for when it's needed. Once bug 1294719 is fixed, we should re-enable users of the "ru" locale, by backing out part 2 of bug 1304164 and bumping the version number higher.
(This is not immediately needed, so take your time)
