Leaving a patch prepared for when it's needed.

Once bug 1294719 is fixed, we should re-enable users of the "ru" locale, by backing out part 2 of bug 1304164 and bumping the version number higher.
(This is not immediately needed, so take your time)

[Feature/regressing bug #]: Bug 1294719 is riding from aurora to beta now, and the fix there looks good, so we can now re-enable the Russian users who were disabled in Beta/Release.
[User impact if declined]: Russian users will continue to be disabled on e10s.
[Describe test coverage new/current, TreeHerder]: Landed on inbound
[Risks and why]: Minimal. Limited to the disabling/enabling if users in the "ru" locale.

Looks like this missed the merge cut-off, so we  need to uplift to beta 51 (for beta 2).

Looks like Felipe actually did get this onto Aurora51 just ahead of the uplift.
In the release notes of 51 with "Re-enabled E10s support for Russian (ru) locale" as wording.
