Nightly, Windows 10 Anniversary edition, AMD Radeon R9 390, Crimson 16.9.2 drivers.

The text in the bookmarks menu/panel, when it folds out, looks fuzzy and heard to read. It looks as if the text is anti-aliased and such, but positioned a fraction of a pixel off of the correct grid.

This is regression, Firefox 47.0.1 (which claims it's current?!) renders the text normally. Happens on different profiles.
(Is the Platform field here wrong? It doesn't correspond to what comment 0 says.)

The screenshot shows the text rendered with grayscale only, rather than subpixel antialiasing (ClearType). Guessing that it used to be ClearType?

Actually, it kinda looks like the glyphs may have been rasterized for ClearType but then the colored bitmaps were rendered (composited?) as grayscale at some stage. That kind of mismatch tends to result in serious fuzziness...

Maybe related to the switch to skia?

Also, I'm on a 27" 1440p screen, with text scaling at 125%.

If I look at the image attachment here, then because of the up-scaling it actually look OK. On the monitor it's terrible due to the apparent misalignment. 

I asked a friend that I know has an NVIDIA card to check the bookmarks menu, and he reported (without me prompting) "it has no cleartype and it doesn't respect the pixel grid". 

So it shouldn't be related to drivers.

Changing 

gfx.canvas.azure.backends;direct2d1.1,skia,cairo
or
gfx.content.azure.backends;direct2d1.1,cairo

To add/remove skia respectively, doesn't seem to have any effect.

In fact, because the skia change got backed out yesterday, I think my build doesn't have https://hg.mozilla.org/mozilla-central/rev/729307f6ac59

yet. As you can see above it's not listed in content.azure.backends by default.
