jesup: is there a procedure I can follow to upstream this? It's just removing a workaround, should be inoffensive.

For real changes, file a bug at webrtc.org or put code up for review (or both).
In this case, I added that code to gyp to work around something. annotation/blame should show you that it's part of the "rollup" patch applied after the last import of webrtc.org code.
