Steps how to reproduce NOT reproducible REPRODUCIBLE with unofficial en-US SeaMonkey 2.49a1 (NT 6.1; WOW64; rv:52.0) Gecko/20100101 Firefox/52.0 Build 20160924050758 (Default Classic Theme) on German WIN7 64bit:
0. Create backup of your user profile → Download installer.exe from
https://l10n.mozilla-community.org/~akalla/unofficial/seamonkey/nightly/latest-comm-central-windows32/> → Unzip →
Close running SeaMonkey → Launch new SeaMonkey with
double click on seamonkey.exe in "core" folder
2. Launch Browser → Menu ˋEdit → Preferences → Browser → History →
uncheck "Form and Search History - Enable form and search history"
→ [ok]ˊ (only if if necessary)
3. Visit <https://developer.mozilla.org/en-US/>
4. Into search input on line ˋtype "interface"ˊ or an other search
string you never used before → <enter>
» hits will be shown
5. Into search input on line ˋtype "inter"ˊ or first half of your
other search → <enter>ˊ (or delete second half of search string if
it is still in the search string input line before <enter>)
Bug: With <enter> the search string will be completed, search
string of step 4 appears
a) this was still ok with official en-US SeaMonkey 2.48a1 (NT 6.1;
WOW64; rv:51.0) Gecko/20100101 Firefox/51.0 Build 20160804000913
(Default Classic Theme) on German WIN7 64bit
b) Problem persists in safe mode
c) Problem persists in newly created user profile
d) This has been discussed in NG de.comm.software.mozilla.nightly-builds

e2) I observe this issue here with input lines showing Bug 1300547

does not heal this bug, but due to research of FRG the patch also
does not work for Bug 1300547

Also reproducible with Bugzilla "Whiteboard" input field in advanced search:
11. Visit <https://bugzilla.mozilla.org/query.cgi?query_format=advanced>
12. into "Whiteboard - contains all strings" input line type "Godzilla" →
<enter>
» Search will start and deliver zero hits
13. click "Start new Search"
14. into "Whiteboard - contains all strings" input line type "God" →
<enter>
Bug: Instead of starting search for "God" search string will become
completed to "Godzilla"

I am unable to reproduce this with the wip patch in bug 1300547. I can search for interface and then inter. So I think it will be fixed when the other bug is fixed. Leavle it open for now and knock on wood.

I stand corrected. I enter 'test' and 'test2' in a form on a different website. If I just enter 'te' then 'interface' and 'inter' will also pop up because they also contain 'te'.
But if this is a bug its old. I can reproduce it in Firefox 52a1 Nightly and Seamonkey 2.47 (FF 50). 2.47 still has the old autocomplete code so it has nothing to do with the recent change.
Mike do you think this is a old autocomplete bug or a feature?

It sure sounds like a bug to me. In Firefox, we show the dropdown, but don't automatically select the first item (that sounds like what's happening here).
