If no keywords are defined, show_bug.cgi doesn't display the keywords field at all (it checks Bugzilla::Keyword->any_exist). The same is true with the "do not email minor changes" checkbox if the minor_update_group parameter is left empty. But in both cases, there is a row in the email prefs panel to decide what to do with them. This is confusing to users if they are not in use, because they do not match anything in bug reports. So userprefs.cgi should check if they are in use and only display these rows if they are, in the same way the QA contact column is only displayed if the useqacontact parameter is turned on.
