When an executable is downloaded, there is an interstitial dialog that allows the user to confirm or cancel the operation. This is implemented by the same code as the handler choice dialog, but has a different appearance. We can remove this dialog once we have protected the user from automatic downloads. Removing this dialog needs a security review.

Paolo, which interstitial are you talking about? I tried downloading VLC for Windows here (on my Nightly / Linux machine) and I didn't get an interstitial: https://www.videolan.org/vlc/download-windows.html Is there a trick to getting the interstitial to show up or does it only show up on Windows?

If you test on Linux, ".exe" files are not really considered executable, so the exact dialog we're talking about does not appear. On a new profile on Linux, you still get a dialog asking you what to do with the file, but it isn't exactly the same that is shown for executables on Windows. The dialog we're talking about here only allows you to confirm or cancel the download.
