Details
This is the main implementation bug for protecting the user from sites that try to download multiple files automatically. We should keep count of how many downloads are started per origin, and pick a conservative maximum count that triggers the permission prompt.
This works on Chromium. Just tested on Humble Bundle to download ~15 books at once. By comparison, on Firefox Nightly, a single file is downloaded, then nothing happens.

The description in bug 1306334 comment 2 and the following ones should still be generally correct. Some practical work started later in bug 1463527, and may be good to look at in order to have some more recent context, but at the moment I don't think that project is still active. Hope this helps!
