Proportion of windows tasks that throw claim-expired exceptions seems high

Details
If you view recent windows jobs in treeherder, you will see that there is a large ratio of jobs that end with a claim-expired exception. I don't know what causes this, I just think it should be investigated because of the frequency that it occurs.

This is likely a generic worker bug. This should only occur if the worker crashes.

Hey Rob,
Is this now resolved?
The only open issue I'm aware of is described in bug 1312854 - other than that, I think all problems have been solved.
