The AMO install flow detailed at https://www.figma.com/file/HrLiKUwoLQZsIUIVBKM8Wnnu/Install-Flow-showing-Permissions calls for removing the doorhanger that displays download progress when we display permissions before the download (as covered in bug 1308302).
Instead, we don't show any progress indicators for "fast downloads" (where the criteria for what constitutes fast have not yet been nailed down) and we use the regular download indicator from the toolbar for all other downloads.
This bug is to implement that behavior.
