Now that Treeherder has moved from SCL3 to Heroku (bug 1176484), there is a bunch of cleanup we can do - some on our side (update.py, docs cleanup), some on IT's side (decom etc).

IT has a specific process for decommissioning, so when we're ready NI me and I'll file the bugs with them.
