1308565 - "Add new jobs" lets me add hidden-by-default jobs and doesn't alert me to it

On this try run I was trying to schedule linux64 debug reftests:

But none showed up. Then I added some using the "Add new jobs" button, which succeeded, but still no reftest jobs appeared.

Then I found out that I had to click the "Excluded Jobs" button at the top.

This still happens with Tier 3 jobs.  In one case, the Android Pixel2 opt platfrom jobs are Tier 3.  If we leave tiers default as 1 and 2, then add new jobs, you get Android Pixel2 jobs as an option.  They should be filtered out as Tier-3, if possible.  I'm not sure we get that information from the endpoint.

At the very least, when you trigger the new jobs, we could add an info notification that some of the jobs may be filtered out if they're not in the selected tiers.
