I'm not sure I understand what this test does. If the difference in time should be guaranteed by this line http://searchfox.org/mozilla-central/rev/82ebc0c5ea45477ef4a4bfb3bbff35069bd18cee/testing/web-platform/tests/websockets/handlers/handshake_sleep_2_wsh.py#7 then it's not reliable because time.sleep(t) can be interrupted by signal at any time.

I didn't write this test, but I believe that is the idea, yes. Why would a signal be interrupting the sleep? I could be missing something, but I don't think we are expecting random signals to be performed on the websocket server process.
