The browser chrome tests will check initial states, click on up/down arrows, scroll on spinners, and click & drag on spinner items.

Created browser chrome tests for checking initial states, click up/down arrows, scroll spinners, click spinner items. Dragging is a bit unreliable, and I'll work on it more.
WIP is on mozreview.
