A follow-up from bug 1258623 comment 23 to deal with webcompat issue on mask-repeat default value change.

Considering the webcompat issues we may encounter when shipping, I'm wondering whether it makes sense to leave default value of -webkit-mask-repeat as-is('repeat') and follow the spec on no prefix one which value keeps 'no-repeat'.
